Every natural or legal person has the right to access information that is under the control of a public authority, and each public authority has the appropriate obligation to communicate this information to the applicant for access to information.

This law regulates access to information held by public authorities for the purpose of:
- Establishing that information under the control of a public authority is a significant public good and that public access to information promotes greater transparency and accountability of public authorities, which is necessary for a democratic process,
- Establishing that any natural or legal person has the right to access this information to the fullest extent possible, in accordance with the public interest, and that public authorities have an appropriate obligation to communicate this information,
- Enabling any natural person to request change and to make remarks on his / her personal information under the control of a public authority.
